download and pay wtfast. try search for "latency fix" too, it's a small program that helps.
obs: wtfast really helps, but if your internet is bad, won't do much.

snowyz is talking about leatrix http://www.leatrix.com/leatrix-latency-fix download that one, open rar, click on install and restart.
you don't need to buy wtfast anymore, just play the 30 days and then click on extend period and you get another 15 days, when those 15 run out, do the same and ding, 15 days more.

well, leatrix is just a windows package size changer, let's say... if windows is sending data packages each time you reach 256kb leatrix will make that windows keep sending everything even if it doesn't reach the quota.

there is one solution how to reduce ping. move live to eu..
all soft who reduces ping is just fairy tales. i have one of best connections worldwide. and still had 150-270+ ms ping to naia.. tried battleping, wtfast and other soft who reduces lag.. nothing. if you have really slow connection then it helps but it's very small help. nobody can reduce distance between your pc and server. thats why this server is .eu
ncwest have server for eu players with eu times but there is one massive lag festival.

and leatrix it helps some. but also don't wait for miracles. it just change something in your pc with received data from server and your pc/client

leatrix has never helped me at all, to any game server (aion na/eu, l2 na/eu, tera na), wtfast has helped me to all of those reducing my ping to at least half of what i had. lowerping works as well.

however something wrong with the routing to these servers i tell u, i have less ping to every other country around the country where eu l2 servers are installed. over 80 ping to eu l2 but only 50 to any other server in europe lel..

140-160 is playable just learn to play with small delay. i did it for years.
install wtfast and pick an server that is close to l2 server not close to you.
    core is located in luxemburg.
make full ping scan and look for germany-france-belgium servers.
take the one with lowest ping and play.

its not, ppl just dont understand how this tool work and think it will help in any case which isn't true.
just like you said, if you are physically far from server, and your route to server is best possible - you cant make your ping lower then that, but in many cases route isn't perfect, because shortest isn't mean best. isp uses own traffic exchange polices, prioritizing, shaping and tones of other techniques to make sure things are working, but problem is, it may work good for 99% of customers, but not for 1 specific target location.
proxy chains like wtffast or battleping allow to bypass garbage routing to that target location.
