Vitality bonus question

Is the bonus from Vitality (With premium, if this makes a difference) the same as have a +100% rune or a +200% rune?

100% from premim account and + 100% maybe from wit but the **** no worth mention coz run fast like hell, i saw many items in l2 store on nc west for maintain vit but here they cut all good stuff for it, only if someone have old good items or new expensive like hell from chest

 

200% is like perma vit.

example, no rune = 50kk exp at ev, with rune ~100kk.
