They are indeed being forced, I read somewhere in NCWest's forum that Korea had a new law about gambling/loot boxes etc. Not only the chances are ridiculous but their algorithm also blocks rare items if X items were generated in a specific period of time.
Best thing is that first section is for current brooch. Lower is to combine greaters jewels because kr has 5 level normal and 5 level greater...

actually it's good... anw it's 4 years too late with this l2store madness. from l2store items should be not tradable epics for 7-14-30d less p2w items. just because of this l2store all epics lost their value, dragons lost their value, maybe helios ring is worth something more now. but soon those lv3, or whatever stage, will cost same as trasken or soul baium. also that, not the smartest, thing with update to respawn dragons randomly destroyed all fun at all. like 1h window would be acceptable.. but not ±3days or how much it is now? l2store generates way more epics than this server can get if you count all dragons. normaly it's 3 bless valakas/antharas in 1 year. so overall in core should be like 20-30 of those (each kind) and reality is.. well..
Not making l2 store items tradable mean a bigger discrepancy between f2p player, or at least players that pay a little, and p2w players. NC West has this gift option disabled in one of their games and it's a game more dead than their L2 because only paying players are still playing it. It only works if you remove all the gear generated through l2 store and any further boxes otherwise it's worse for the game and not better. I think you forgot auctions, they do generate some epics as well.
Man.. Whats up with all that negativity? Look at it this way: If you spend enough you'll get those items regardless of the %'s. Thats a good thing!! If you spend enough, it is totally rewarding gameplay wise! Right? More positivity! PS:
Isn't the auction every week? Asking seriously since I only joined here since 1+ month ago and already saw two blessed epics messages in auction, one of them being from a dragon.
@zauliuz epics still have value otherwise people wouldn't farm them, but adding some more rare items on their drop list would help. Although you gotta think the players outside of the top two clans that generally farm everything. NCSoft was doing well by lowering the value of rare items, which were too expensive, with events/promos making them available to a broader public. The big failure was the inability to handle bot users especially in PvP which forced most to quit. To cover losses they begin introducing overpriced L2Store-only content starting with brooch jewels, then more jewels, upgrades on jewels, cloaks, accessories, dragon weapons, sayhas, agathions and more to come in the future. The current business plan is pretty straightforward, keep milking addicted fat cows who have money to burn and, as a quick cash grab, open new servers to bait people in. I believe we are close to a breaking point so let's see what happens next.
