Nothing more Russians got their base in 2-3 weeks after start of their servers. Why you have to get your base sooner? I can tell you more: why you even have to get it? Eu servers are almost empty, even at start, russians had 5 full servers with 5k people on each (except yellow and grey) + queue on some of them.
