Stratomancer's missing skill? Mass compelling wind

in this pdf file (which i assume is quite official) on page 25 there's a skill named:

which a mage ertheia should learn after 2nd liberation "stratomancer"
i don't have it and i can't learn it...

i know that this class is new and lineage.com != 4game
but i'd like to know if this is only my char; if this is a bug or if it was deleted on purpose on our servers
