Elcyum and merchant of mammon price

i wonder why when i exchange my elcyum powder for elcyum crystal with the merchant of mammon, i need to pay for 12kk.

According to l2wiki.com, the elcyum crystal costs 10 elcyum powders only and no additional adena needed. But why mammon needs 12kk? Is it new? Or bug maybe? Or what?

no not always, before was 2kk for powder>crystal only in 30% taxed cities, 0tax ones had 0 adena required to change it
