Repair the game, install/reinstall DirectX 9.0c (it's a totally separate library that's not installed with Win10 and you can have both 9.0c and 10/11/12),

if it's a laptop then check in your GPU options that L2 is using your GPU and not an integrated one. (I'm a bit worried about Video Resources 0MB)
