Error 730 cannot enter game

My pC is win7 ,i checked all when after download setup,every time mainpage show this...
Error 730 occurred while loading this page
and i downloaded update 4 game...werid when setup update show 77% finished
does this mean my net not stable? or shall i download a vpn better? i tried 2 but not work well...
help me! this error drive me crazy these 6 days T.T

 

AFTER INSTALLATION ,OPEN MAIPANGE VERY,VERY,VERY SLOWLY....

 

It's the main candidate. "77%" issue is an internet relevant one for sure: installer can't contact game site.
