Level diffrence at exp

Hi
I just thinking to make a new character and help my new char with old char at exping.
But i thinking right now if there is still 9 level diffrence between characters to gain exp?
As i know now when character 1 lvl hit mob 99 and someone other kill it this level 1 gain exp.
this works now in party also? that i can fast exp my char or my friend from 1 to 99 with my 108 character?
Or in party he will gain 0 exp at all ?

I asking because i dont have access to game right now to check it i will be able to check it after 8h from now and that will help me make decision to make new char or not ;P

 

Its 5lvl now, not 9

 

with 5 lv u have no penality but u can pt after 9 lvl

 

You sure? Afaik penalty starts at 5 and higher difference
