This issue will be solved soon, but for now, if you get an Eva's Circlet Pack (7-day) upon opening, it will be manually replaced with High-Grade Drop Rate Rune 100% Pack (7-day). if we will get the next update like it is on korean, both dark and bloody will be droped on new hellbound (well, its not basic for shure, but it will be free drop). ps: but, nevermind, 2 month (or more) its more than a reason to spend on chest ... also, those super crystal will be a good adition to the current game market lf tullyâ´s test for % of items we get :d
afaik, those runes only afect the char who get it, let me explain: if 1/7 get it, drop rates only get modified by 1/7 of the 100%. (1/14, 1/21, 1/35 and so on) so, only if all pt member have it, drop will be 2x. but, yeah, lf tests (tully, lumi please, make some special test on those new items :d)
it's divided by party or cc so if you kill something with a party to get 100% bonus you need all 7 members to have the rune if only one member has it its 100%/7, now if you kill dragons you would need the full cc to have the stone. gl with that http://boards.lineage2.com/showpost.php?p=3248693&postcount=1
you won't get one. they don't experiment on things all users can't get for free. it would be kinda unfair. (source twitter and earlier experiments on forum)

i don't, i just decide you should know they won't make such a test. it doesn't matter about which l2 store item is all about. i copy/pasted answer from twitter @lineage2europe. it is your choice to believe me or not.
there is no confirmation about that, korea is full of pvp stones mainly because of events and dim sieges, i think that even if they are dropped from mobs it will be very very low %.
well... if we see it as innova see it, they wont put that stones if they will be free drop with high chance... but... its one of the mainly features of the new pve zone... i dont think that they will completly remove it.
