Some people in town never load

    i sit next to people for 1 hour+ and they just won't pop up.
    everything set to max (except highly efficient l2 shadows ~_~), people keep loading just fine... but some stay invisible even while further away new arrivals are loading.

    bleh, screenshot doesnt capture mouse position.
    it's over some dude who's sitting there selling a bomt for ages now, and he's just not loading while people load and port away etc all around.
