Lag During the Day (my game lags for like 30s sometimes)

hello , i've started playing in this server 2 days ago , and what i've noticed is , during the whole day from 11:00 amto 02:00 am my game lags like 30-40 secs every single second its completely impossible , but after 02:00am the game all the sudden its cool no lag its really wierd...â´

and i pinged the server and its fine i get like 78ms , but i traceroute the server and most of the packages are lost... any1 know's why is this happening only during the day?

im from portugal
net zon (100mb optical fiber)

its really annoying beeing able to play l2 , when i should be sleeping instead

 

had same issue with zon 25mbit. packets loss, freezes and it only happened during day. during night and morning was fine. i contact them twice about it and both times said it had no issues and problem was server related most likely. (i figure its just bad routing)

i changed provider to vodafone and right now no lags, however i did have 1 week lags every 1 minute with new provider, which stoped.

but people are complaining of strange lags for long time now(me included). truth is, no idea why packets loss on some sieges/mass pvp either.
