Compensation for problems on February, 1st

here is the list of compensations for yesterday's problems on 4game site:
- we are giving 1 extra pa day for all who had pa activated when problems arose;
- angel cat will buff everyone for 24 hours effective immediately;
- runes that were activated at the moment when problems occured will be restored upon request to support service.
