PA Items / Gems not account transferable?

Just wondering why PA items (such as Art of Seduction) or Brooch Gems aren't transferable through Dimensional Merchant.
For PA, the PA points are account wide so why would items you get through it be character bound.
If you have multiple characters on the same account you can't transfer jewels back between them unless they are level 5? They are quite expensive so just wondering why this isn't a feature or if maybe it could be added? x.x

That would.be osom,if we could transfer those,but Innova need to earn money,so I rly dont think it'll change in any future ;-) Its all about money ;-)
