power revival skill bug or... ?

i want ask if this skill is bugged, on description we can see "recover all of your hp" so it should give you full hp in any kind of situation except celestial etc, but this skill will not recover any hp if you are during any action pve, pvp, so you must stop fighting and then use this skill, its normal ??
