You can buy both brooches and jewels from l2store, from the packs themselves. Can't remember if there were packs atm that contain some number of boxes + brooch 4 slot, but when you open jewel boxes you have chance to get 5 slot brooch fragment and with 30 boxes level 1 you complete the brooch level 5 to be equipped. When you have it adding 440 boxes level 1 you can get the 6 slot brooch and voila, you're ready
You can obtain jewels from L2 Store (item Ultimate Jewelry Boxes) or from Merchant of Mammon. The NPC still sells the brooches with 2, 3 and 4 jewel slots. The Elegant Brooch with 6 jewel slots can be crafted only by Legendary Blacksmith Shadai in Heine, near the Warp Gate. Crafting chance is 100%! You can make other exchanges and upgrades at Shadai and also seal the jewels. Go and find the Legendary Blacksmith to make a good deal! Please notice: at the moment the new Jewels (Amethyst, Blue Cat's Eye and Red Cat's Eye) cannot be boosted from Lv. 1 to Lv. 3 and 4 and sealed into tradeable boxes at Blacksmith Shadai.
