Where to sell stuff and why can't I talk ?

I'm new to the game, or rather I haven't played since C4 I think. I just wanna know:

a) Why can't I sell anything to vendors, all they want is to "Trade" but idk what they want or what that means. I certantly can't "Trade" my stuff for adena.

b) I can't chat, nothing that I type appears on general, on trade, on shout. And I get no feedback: "Char must be at least level 451.369 and a half to chat". So what's up?

Just walk up to the NPC and write "vendor sell"

You might have to change your chat window/channel settings in Settings.

 

u must be 70+ lvl (or 76+ even) to talk in general and shout
85+ (with pa) or 95+(no pa) to talk on global shout
those restrictions is some kind of "anti spam/anti adena sellers" function.. for new person might be strange and not comfortable but its just a way it is
