Yul's Bullseye and STR stat

1) I am just wondering what kind of debuff Bullseye or Trickster's Ultimate Bullseye is
What i have noticed Ultimate bullseye landing rate on Kama (for example) is very low when mass bullseye lands pritty well

Is Bullseye a mental attack type of debuff (so CoC mental 40% earing can help) or...

2) Somewhere somehow i have readed that STR increase P. skill critical rate, is that true and (if yes) by how much 5 STR can affect %chance

Not sure, normal bullsye lands quite a lot for me in kama. And no, STR does not affect chance of landing, just a chance of double time.

Main difference: UB does not get canceled in 2 seconds...
