does items/buffs with cooldown reduction affects cd on zodiac agathion skills?

 

on some, yes; on others, no

 

takanodan is correct.
So you need to ask specifically which agathions, although more agathion get reduced cd than not.
Saggitarius and Virgo are two agathions for eg. which do not get less cooldown afaik.
Taurus and Can... *cough* Aries do get their cd reduced.

 

what about libra? coz this one im interested in

 

buffs affect cd: aries (rock), taurus (br), cancer (reflect), libra (balance), capricorn (jump)

buffs don't affect cd: gemini (salvation), leo (celestial), virgo (rebirth)

scorpio (exile), aquarius (mass lift) and pisces (debuff protection) I think are affected, but not sure
