I guess this means that they have pulled the plug on the Iron Tiger Mobile Studio in San Mateo. In other words much less need for money on that front. On the other hand there is the Blade & Soul 2 disaster and the many other projects whose development must be cross-financed by us (Lineage 2 Mobile, Project TL ...). if your primary job is be "stronkest in da game" then it's must get item. if you play not for "end game" pvp it's just another p2w item what you won't buy. that warrior circlet (top one) +5 looks osom, but how much it can cost? i mean srsly.. what is rates for enchanting?

 

If the rates are like on NcWest then is extremely hard to make it +5 3 times

 

I might be mistaken but I think those are the chances for the circlets (leftmost pair of columns is for Common, middle for Noble, and rightmost for Radiant)
Sometime ago I saw some chances table in the korean wiki, and looked awfully lot like it is for the circlets

Have you read through this page and the wiki? You are and will be able to buy from the merchant of mammon, but with a catch: extremely expensive, and you can buy the enchant scroll not the pack with a chance for noble/radiant upgrade stones or spirit stones. This means that if you want to upgrade a circlet, you would need to create a common +5 to exchange for noble stone, noble +5 for radiant stone, and 1 more circlet that you actually will be upgrading with those stones. Also you won't be able to get spirit stones, they are only from those packs (l2store exclusive).
