Well, not rlly i was thinked Doom L PVE (cos when mp out u hit auto hits, and dex+3 good for it) and BW H PVP (cos PVP u ussing skills only +speed and stun rez). Same for dyes with Doom i think str/dex -con and for BW STR+5 -con
On my HE i'm using the opposite, and i'm using it just as an anti-pker the bw gives you mp + speed but you don't have to look at the sets as they are now but how they can be when innova will put the seab in the l2store [stable enchant armor b grade] whith those scrolls you can go to +7 without blowing anything up and with the hqeab you can go to +10 without blowing anything up so whoever is doing all those manticore sets +8/+9/+10 just never played on skelth about the tattos please read what i wrote about what is doing tribunal clan on red server to re-gain hps

The safest path should be bw hv armor all the way up and wait for the seab in the l2store to upgrade it to +6 or to +10 as you wish with that [+6 or +10] you will be a monster both pve and pvp wise the doom l will be overwelmt by the majestic light [for stun resist and +bow patk] just around january 2020 imho as for the tats it depends on your taste someone goes for full dex to cast the skills, especially the stun one, faster i would go for full str to land major blows i mean you can stun me first but i will hit 3 times harder than you can do that's what i'm going on my he as an anti-pker whatever you choose remember to re-gain hps with cloacks - gemini agathion - dragon pendant [at least lvl 2] - dragon belt [at least lvl 5] but this it's endgame content so for now just hit lvl 76 trust me there are more than 3k players lvl 66 lvl 67 so it won't be so easy cuz every spot on the map it's crowded even the 75+ one spots
To me it's always better + str on an archer because you are a dd and not a caster you can regain casting speed with a jewel and an agathion but you can't regain str with none of them Last but not least and this is for everyone don't trust anyone and never ever try to oe armor or weapons wait for the seab [armors] and sewb [weapons] they both cost a lot [2kk each seab - 10kk each sewb] but you won't never ever blow an armor or a weapon anymore

Those manticore sets overenchanted are a waste of time a waste of money as the first drake armor +10 will be out the manticore oe sets value will fall to 0 let alone when there will be on the market the mj light sets +6 let alone the mj light set aka on skelth a mj light it's 4k lcoins aka 10 € don't never ever be in an hurry the bops +10 you see now on the market for 500kk each will be worth 50kk when the sheedy bows will be out about the tats well just regain dex [casting speed] with zircon [lvl 3 for now it's enough] and sagittarius agathion [lvl 6 for now it's enough] sorry i didn't read well your question to me it's safest to go +str - dex it's harder to regain con + don't forget the amber it ignores your cp pool so your hps are all you've got
