skill resurrect in siege zone

i wonder why no one asked about this. i cannot cast my resurrection skills in siege zone. i could not cast them as bishop, and i cannot cast them as awakened aore. i cannot res ppl during tws, fort and castle sieges, but the skill works in arena. although it seems to me that it is, i will ask anyway: is this a bug? was it reported / is it known to developers / staff? i could not find any previous topics regarding this issue.

i think your clan must have the "clan flag" in order to use ress skills

 

then how come iss-es are able to use their resurrect skills? is that a bug?
