Are we getting the hotfix that RU gets at 24 of December together with the update at 25 of the month?

Issue no. 1 (no particular order) The fortress dungeon NPC no longer gives quests nor exchanges items, but people which had the quest on can still enter the dungeon. Was this removed as a way to make meager adena for non-ebayers or is just a bug? We can still do the instance and earn quest items, if it has been removed we should probably be told as the exp alone is not worth it. Issue no. 2 There are still damaged spellbooks in game, but it is not possible to exchange them. Will they be exchanged for something else or deleted? Issue no. 3 A whole list of skills are no longer learnable for new chars, but they were retained on the old ones. It affects quite a few classes that I know of, is this intended or a bug? Will the old chars lose their skills or will the new ones be able to learn them again? Gah, I had more things to ask but forgot atm, will update later.
