The mana of mana pot is better, but since in eu server he dont have doenst worth it to get the skill. In russian servers they got mana pots 50 mana regen, from events..
Increases the recovery effect of mana potions. Mana potions are not available in the EU server yet, so i guess you can drop that skill for now. EU servers skipped everything and got right into DK update and it's ****ty reworked systems, so we lost lots of items and event pre-update...and one of the those things we lost is the event of Mp pots...so for now, we have to wait.
