Player / NPC title draw range

so, should i see the titles/names of pc/npc if they are on my draw range?

screenshot 1: i can see the player in the middle (also some npc's etc.) but names or titles are not s

screenshot 2: i've hilighted the player (although the cursor is not visible in ss). now i can see his name

if i move just 1 step closer to the player on the ss2, i can see his name without having to hilight his char. it this how it works for all?
i did try resetting options and setting everything on high but no changes.

i think this is how this works.

 

i think that the distnce is close enought to display the name.. check at options game tab, at right at display. are all of the boxes checked?
