Howto (winXP, might be different others)

as soon as you manage to open the page, will appear an update window that will update the launcher. it is downloaded and run in the background and wont show any sign...
dont click update again, just wait for the installer to run.
it will detect (at least on xp) a newer version of c++ runtime.
while you have the installer open, go to control panel, add-remove programs and remove all c++ runtimes you find. 2005, 2008, 2010, etc.
close all internet explorers (perhaps other browsers too), install till it aears the green window with finished.
