yhm, did u spend some time to read how it works and do basic calculations :d? i'll do it for you:

1 hero coin = ~1$, gl in buying 7signs talisman for ~250.000 usd.
oh and one really funny thing about this "program". hero coins reset every 1 year (but ofc it might get changed).

personally, i'm not a fan of ncwest (but i played there for like 2-3 years when it still was p2p) and i also understand that their politics about bots ruined pretty good game, but please don't propaganda every single thing about ncwest that is soooo much worse than here. we had dewr, aear and other things, we had talismans, now we have rose buffs. the sad thing is that aewr/ aear were avaiable like few months ago and now ppl can only "dream" about making +11 eternal gaiters :d.

discounts, thats why i put ~ before 1 usd, but its only 10% . i don't care how much money they put in a game, but i'm pretty sure that except new items like 7signs talismans, all those pvp weapons, etc are avaiable ingame for less amount usd (considering buying adena on blackmarket) or buying them for usd directly from players. actually until i won't see a solid proof that some1 bought good item with hero coins, i won't belive that ppl just invest money in hero coins.
i don't know even why u discuss imaginary l2 store item (dragonclaw weapons), its obviously 1st april joke... but since u asking - according to l2wiki - fragment is actually a full weapon .
about shiny elemental shirts - time will show - some ppl long time ago also said that there is no chance for things like dewr/aewr in our l2store.
