Client side invisible buttons and functionalities

my friend is having the following client side issue:

he didn't used to have it back at beta and the issue is with missing functionality to the client.
from what i gather the commands to mark something with tokens or to turn on hp bars do not work "/usetoken1" etc., nor does he have buttons for those actions.
what should we delete and re-download from web launcher to fix this issue or does it require a full reinstall?
