Daily Quest unavailable

hi,

i was trying to do my 2 daily quest in bs and goddard.
but the adventurer guide only gave me the goddard one.

i am lvl 69, last time i did both quests was last nite at about 20:00 gmt and yes, i did hand both quests in.

i have that on my main character and on my alt - both are only able to get the goddard quest.

that a bug?
