[Quest] Drop chance for newbie quests

    quests:

    certification of the seeker

    obligations of the seeker

    reporting the status of windmill hill

    request to find sakum

    sakum's impact

    sakum's trace

    monster uprising

    problem/bug:

    drop rate for quest items should be 100% ( at least it was 100% on innova ru servers and ncwest )

    i did all these quests twice (with differents characters) and had the same issue.

    i can confirm about this "certification of the seeker" since i did it too,though i don't know how it is on ru & ncwest

    i thought it was just me having incredibly bad luck.

    but yea now that you mentioned it, after leveling 2 chars on shilen and having 100% or close droprate, the droprate on some of those quests seem too low here.
