Can't begin quest "Whereabouts of the Archaeologist"

    this quest is tagged lv74-80, i'm actually 74 and the quest mark is above the name of the starting npc liesel in goddard. yet when i click on quest i get the usual message "you are either not in a quest that involves this npc, or you don't meet this npc's minimum requirements." but there are no other requirements beside level. i guess there is a bug...
