There will be any new fresh server for Lineage 2 EU for new players ?

From facebook, I saw this announcement link : https://eu.4game.com/lineage2/landing3/?pid=5116372 , but it doesn't say the new server's name or when it comes too; so I wanted to ask here. Is it true that there will be new server for new players ? I want to play this game but I cannot find anyone around in the game to play together to level up together or organize parties/raids for xp grind etc, in addition, old players or players in the guilds don't help to newbie players at all when we ask game related topic or want help.

If 4game is the official distributor for EU, why lineage 2 EU has very low population ? Even l2 is very old game I liked it. I hope that thy open a fresh server for new players. We cannot catch old players at all, auction house is too expensive too.

dude, why you want to catch up anyone?
if u wanna be a top player, u need to spend a lot of money, and since u saying "too expensive" you must be a casual player. than why u want top items?
u can improve your char, step by step, maybe not the fastest way, but still u can.

if u dont wanna to spend money/time for this game, go some private x5000000 javalolpvp server.
