dominator radiant crash + resolving bash with resonant halo

this is my first time playing as dominator in this patch, but when i use radiant crash and resolving bash with rasonant halo, the cd doubles... w/o resonant halo cd is 5~ seconds, with halo activated its 8~... is that normal?

 

that toggle or how that skill looks make your debuffs AoE. and read skill description

 

"increases p.atk by 325 and atk. spd by 5% and allows cvasting Radiant Crash/Resolving bash over an area, which increases mp consumption by 35%. using the skill again cancels the effect"
doesnt says anything about skill cooldown... thats why i think this is weird or a bug
