Premium user leveling

Hello. If I purchase a premium account, am I able to create a lv85 dwarf without having to level up until 85 level?

Can I play my Balthus knight only when I have my premium activated? If I create Balthus now (on premium month) and don't get premium the next month... Can I play Balthus knight in non premium month?

 

you can create char via balthus knights path only if you have premium activated. otherwise that function says "system error" or smth similar if you press create character. but you can play char who was created via balthus knight even without PA.
