These are the dds I would even factor in your calculation considering the archer op'ness.
About deciding who has stronger weapon I kept your binary algorithm.
The rest of the forces are lets say equal (EN has stronger lower archers, TH has stronger mages).

*Dragon weapon coefficient: I count lv1 as 1, lv2 as 2 and lv3 as 4 points
