What makes you think they will care if you pk lowbies in a russian server? To make them mad you need to kill the top lvl players on red and keep them down otherwise you just waste your time and you have no effect on their progress.
I don't think anything I've just started a new hobby as soon as a lvl 1 elf is created on l2 essence ru silver server is beeing pked no more no less and i'm really enjoing it
Also fresh char doesn't lose any exp, nor buff scroll nor spot, he basically helps them get faster to town to get rolling At least he doesn't do any harm, just pitiful to see how his brain shut down. The rage is real, too much for a pretended "casual who doesn't care"

You were QQing about those russians a lot, but you end up doing the same thing. And what is reaaaaaaaaaaaally sad, is that you even fail at it.
