    How i can get a fire arrow?
    My base LVL is 44.

    Go Alberta, then go sunken ship. Tool dealer has them. There is and npc on the boat in east-south direction warping you there.

    If you need only one, go to payon dungeon level 2 and kill some skeleton archer. They are level 50 and they drop fire arrows.
