Ron's Authority bug or not?

    after tauti update we got new weapons, one of them is ron's dual blunts. it's passive skill ron's authority which has a chance to increase magic defense. sounds good but problem is when you have iss horn melody this passive doesnt activate. thus, i have question was it intended to be so or is it a mistake that will be corrected in (near i guess) future.
