mail send/receive problem in town like war zone

hi,
since last maintenance i have problems sending/receiving mail attachment in town,
because server think that town is war zone,in example right now,i cannot send mail with my dwarf in aden town,and system chat says "you cannot receive or send mail with attached items in non-peace zone regions".

this happens few times a day,
and solve by itself after several restart.

i've tried even to delete system folder but nothing,
it still happens.

right after log into game it is true, just move and wait while, if don't help relog few times

 

making a normal soe in town is fastest way,but still its a pretty annoying thing.
